The Program Office is a facilitating organisation that helps executing parties implement the Water Framework Directive (WFD) and the Delta Plan for High Sandy Soils (DHZ).
We organise and coordinate the implementation of the WFD and DHZ Meuse-wide, create support among parties in the area and those who represent the interests of the Meuse. In doing so, we inform parties, identify any bottlenecks and take the initiative to eliminate them.
Our responsibilities include communication, coordination and coordination regarding WFD processes within the (sub)basin, as well as coordination for the implementation programme of DHZ and DPRA. Moreover, we promote timely and adequate decision-making within the (sub)river basin and provide advice on this to all relevant administrative units in their respective (sub)river basins. The Programme Office also facilitates coordination between the state and the region.
Our tasks and activities to achieve the above include:
- Deliver aligned contributions from various Meuse authorities to the River Basin Management Plan and freshwater supply plans.
- Ensure effective coordination with international partners within the Meuse catchment area.
- Coordination between WFD, DHZ and adjacent policy areas.
- Coordination with the Organisation for a Clean Meuse (SMWK), the Delta Programme Office Meuse for Floods (PDM) and the South Netherlands Climate Adaptation Platform (PKZN).
- Raising wishes, problems and solution directions with the Ministries of IenW, LVVN and EZ for a feasible and practicable implementation of WFD and DHZ.
- Overseeing annual accountability for State contributions.
- Facilitating administrative and official meetings (4 consultations/meetings of RBO Maas, RAO Maas, Core Team DHZ, Project Group DHZ and Client Consultation).
- Developing various products such as meeting documents for administrative and official meetings, progress reports, cross-border work programmes and initiating or conducting research.
- Networking through organised events.
- Drawing up an annual programme.
We take a pragmatic, transparent approach and share information or developments in a timely and structured manner with responsible and stakeholder groups. We organise and coordinate coordination between these groups, building consensus among regional stakeholders and representatives of Maas interests. By doing so, we create a shared voice and responsibility, enabling us to realise impact and influence administrative decision-making processes with combined forces of different organisations.
